Man Stops Breathing After Being Handcuffed

Casper Police say a man was taken to the hospital when he stopped breathing after being handcuffed on Wednesday night. 47-year-old Richard Smith Jr. later died at the Wyoming Medical Center.
Police say officers responded to a home on Yucca Circle for a family fight. After investigating, officers had enough probable cause to arrest Smith.
Smith initially resisted the arrest. After finally being handcuffed, officers discovered that he had stopped breathing. Casper Police Chief Chris Walsh says officers then performed CPR on Smith while awaiting for medical crews to arrive. Given the situation, proper protocol was followed, says Walsh.
Natrona County coroner Connie Jacobson says she can not determine the cause of death until an autopsy is completed within the next six weeks.
Police say no chemical agents or impact weapons were used during the contact with Smith and is believed alcohol was a factor in the incident.
