In the last two years the state's placed 6th and 7th, however in this year's report Wyoming finished third behind North Dakota and Kansas.
Wyoming only has 7,755 miles of state owned highway, so it came as no surprise that the cowboy state finished third outperforming national averages in all but two categories.
The most recent rankings are based on data that Wyoming reported to the federal government for 2009, which was the most recent year with full spending statistics available. For the full study visit www.reason.org/studies.
