The man accused of allegedly hitting and killing a bicylist in Casper last month, turned himself into authorities this morning and made his inital apperance in court. Lamont Allen Arthur charged on two felony counts. One count of aggravated vehicular homicide which faces up to 20 years in prison and one count of aggravated assault....facing up to 10 years in prison. The judge arguing alchol played a factor in the crash and prior felony history on arthur's records and set the bond at $75,000. You'll recall the accident happend on May 30th when Arthur hit and killed 39 year old Matthew Harker in downtown Casper. K2's Matthew Seedorff spoke to Harker's wife and authorities on the arrest.
